About the Midwest Human Rights Consortium

Building a regional network of clinicians advancing justice, dignity, and evidence-based

Our Mission

The Midwest Human Rights Consortium (MHRC) is a regional referral hub that connects pro bono attorneys with qualified medical and mental health professionals to provide trauma-informed forensic asylum evaluations for children and families navigating the U.S. immigration system.

We believe that access to high-quality forensic evaluations should not depend on geography or resources. Through our network, we ensure that every asylum seeker—regardless of location or ability to pay—receives the critical medical evidence needed to support their claim for protection.

Why This Work Matters

Forensic evaluations provide essential medical and psychological documentation of trauma and persecution. Forensic evaluations are a significant factor in asylum adjudication and are associated with higher rates of immigration relief when included in the record.

Our Story

How MHRC Began

The Vision Takes Shape

MHRC was established to address a critical capacity gap in the Midwest: immigration attorneys representing asylum-seeking children and families often lack access to qualified clinicians able to conduct timely forensic medical and psychological evaluations.

Building the Network

MHRC launched as a multi-institutional collaborative of legal, medical, and mental health providers. We established a streamlined referral network connecting attorneys with qualified evaluators to support the increasing legal needs of children and families navigating the U.S. immigration system. Our first comprehensive training program equipped clinicians with specialized skills for forensic asylum evaluations.

Expanding Our Reach

Despite pandemic challenges, MHRC adapted by implementing telehealth evaluations, allowing us to serve clients across wider geographic areas. We supported the development of several asylum clinics throughout the Chicagoland area.

A Growing Movement

With over 200 trained clinicians and 250+ evaluation requests, MHRC continues to expand capacity. We've formalized our organizational structure, strengthened partnerships, and built sustainable infrastructure to meet the urgent needs of immigrant children and families seeking protection.

Dr. Minal Giri

Founder & Executive Director

MD, FAAP

Dr. Minal Giri is a pediatrician and nationally recognized advocate for immigrant children’s health and humanitarian protections. A graduate of the University of Chicago’s Pritzker School of Medicine, she bridges clinical medicine, human rights law, and public policy. As Executive Director of the Midwest Human Rights Consortium, she works at the intersection of healthcare systems and immigration enforcement, advancing standards for high-quality medico-legal asylum evaluations across the United States.
Dr. Giri regularly advises policymakers and has provided expert testimony and briefings on the health impacts of immigration enforcement, access to care disruptions, and the ethical obligations of healthcare institutions. Her scholarship and advocacy focus on strengthening federal accountability and protecting critically ill and vulnerable children within the immigration system.

Dr. Maria Ferrera

Maria Joy Ferrera, PhD, LCSW, Co-Chair, Steering Committee
Dr. Maria Joy Ferrera is a second-generation Filipina American who earned her PhD and MA from the University of Chicago Crown Family School of Social Work, Policy, and Practice. She is a Professor in DePaul University’s Department of Social Work and Co-Director of the Center for Community Health Equity (CCHE), a partnership between DePaul and Rush University. She is Co-Founder of the Coalition for Immigrant Mental Health (CIMH), a community-based, research-informed collaboration advancing immigrant well-being regardless of status. A Licensed Clinical Social Worker, she conducts pro bono forensic mental health asylum evaluations for the Midwest Human Rights Consortium. As a Mellon Foundation-funded Social Transformation in Research Fellow, she integrates documentary filmmaking into her scholarship to elevate asylee narratives and advance immigrant rights.

Dr. Ida R Salusky

Ida Salusky, MPH, Ph.D, Co-Chair, Steering Committee

Dr. Ida Salusky is a licensed clinical-community psychologist, Associate Professor at Northwestern University School of Medicine, and the founder of Dr. Salusky Clinical Psychology and Consulting PLLC. She has over 20 years of experience working with forced migrant populations to develop locally relevant, culturally congruent programs, conduct collaborative research, and provide clinical services. Additionally, Dr. Salusky has developed and delivered forensic psychological assessment training programs for doctoral students in clinical psychology and licensed mental health professionals across the country. As a part of MHRC, she advises and supports educational training and consultation programs for mental health providers.
